What is WHEELS all about ?


Warrington Borough Council is offering interest free loans to homeowners, private landlords or tenants to install measures to help to make their homes become more energy efficient, and help residents save money on their fuel bills. The scheme is called the Warrington Home Energy Efficiency Loans Scheme (WHEELS).

Why should I save energy ?


Installing Energy Efficiency measures in your home will reduce your heating bills and at the same time help to protect the environment by reducing harmful greenhouse gas emissions.

What can I use the loan for ?


The loan can be used to install one or more of the following energy saving measures in your home :

  • Loft insulation

  • Cavity wall insulation

  • Draught proofing

  • Central heating boilers (must be A, B, C, or D rated)

  • Heating controls upgrade

Can I apply for a WHEELS loan ?


You can apply for a WHEELS if :

  • You own your own home outright or you are buying your home on a mortgage

  • You are either a landlord or tenant of private rented property

  • You are able to afford the loan payments

  • Your home is within the borough of Warrington

  • You meet the credit requirements of the loan agent

How much can I apply for ?


You can borrow up to £1,000 depending on the measure or measures you want installed. Warrington Borough Council has negotiated preferential rates with local insulation contractors. However, you can if you wish, select your own alternative installer who must be registered with an appropriate trade body.

How much will the WHEELS repayments be ?


Your monthly repayments will depend on how much you want to borrow. However these loans are interest free therefore you only repay the exact amount you borrow.

The maximum loan is £1.000 and there are two repayment calendars, 10 months or 20 months, whichever timescale is best suited to you.

There are various methods of repayment. Your preferred method can be agreed upon application.
